Paul Matthews

Paul Matthews has been Chief Executive of Monmouthshire County Council since 2009, when he became the youngest Chief Executive in Wales. He has led the council through major changes, focusing on fairness, flexibility and innovation to prepare for the challenges of the future. In December 2025, Paul was appointed Chair of CCR Energy, a company owned by ten councils in South East Wales. He is also Lead Chief Executive for the Cardiff Capital Region, Visiting Professor at Cardiff University, Governor of Cardiff Metropolitan University, and a Fellow of the Learned Society of Wales. He serves on the boards of SOLACE Wales and SRS (Wales) and acts as Chief Executive to the Lord Lieutenancy of Gwent.
